This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
Position is subject to a salary control point equivalent to the GS-14, step 10 base salary. Salary will be set within a range from $139,395 to $181,216 including locality. If incumbent's salary currently exceeds this level, the salary will be at the incumbent's existing salary.
Duties
Develop, promulgate and interpret policy and guidance to provide general and specific oversight of project/program initiatives to ensure effective integration, implementation and consistency on a long-term basis.
Exercise independent judgement for planning, reorganizing and directing the technical aspects of assigned programs while adhering to policies, program requirements, objectives and resource limitations.
Analyze, coordinate and recommend proposals and revisions to ensure proposed and implemented policies and procedures are in accordance with Department of Defense / Depart of Army / Program Executive Office / Program Manager objectives.
Analyze, balance and reconcile program requirements to provide evaluations. Project major project milestones and the events necessary to complete strategic implementation.
Develop and present oral/written presentations to various levels of government and industry management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 48 months of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- Temporary Duty Travel may be required up to 25% of the time.
- Must be able to obtain and maintain a Secret clearance.

Specialized Experience: One year of experience which includes: 1) Interpreting and applying strategic guidance, policies, and procedures to acquisition program/project processes; 2) Analyzing and evaluating effectiveness of project operations to meet established goals and objectives which include performance, scheduling, and product delivery; and 3) Developing and assessIng planning, integration, and interoperability of assigned acquisition programs.
This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
