About the Position: You will be responsible for the management of capabilities that will be released into production. Responsible for planning of deployment efforts of the Integrated Personnel and Pay System (IPPS-A) to the total Army force. This position is NH-0346-03 with a salary range $99,200-$153,354 (includes locality) located at Arlington, VA. Come help PEO EIS and the Army reinvent how software is developed and deployed to the Soldier as we continue our digital transformation.

Duties

Manages the capabilities that will be released into production. Conducts appropriate cost analyses to validate the product support strategy, including cost-benefit analyses as outlined in Office of Management and Budget Circular No. A-94. Applies principles to analyze situations, identify problems, probe causes, and select courses of action for technical and functional specialists to pursue. Establishes goals, objectives, programs, and general guidance for operations subject only to the framework of laws, regulations, and policies of the agency.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Certification within 36 months of entrance on duty.
  • A one-year probationary periods may be required.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
