The primary purpose of this position is: To serve as the Technical Advisor for the Director of Logistics by providing expert technical advice and analysis, and by teaming, participating and guiding Divisions to meet Directorate Level objectives.
Duties
Serves as technical expert consultant for the directorate and represents the USAF in comprehensive negotiations and discussions with Major Commands, sister Services, Joint Staff, DoD, and other Federal agencies.
Provides expert analysis, opinion and recommendations to the Secretary and Chief of Staff of the Air Force, Deputy Chief of Staff for Logistics, Installations & Mission Support, and Director of Logistics in the review of supply chain, materiel management, transportation, distribution, depot and field maintenance programs, and product support life cycle management functions, guiding legislation and OSD policy.
Represents the Air Force Logistics in the OSD Logistics Reform Team efforts.
Establishes and incorporates Sustainment Enterprise concepts and standards, plans, programs and procedures.

- Work may require travel away from the normal duty station on military or commercial aircraft.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes Mastery knowledge of logistics to the point of independent understanding, which allows the incumbent to apply theories and recommendations to meet significantly changing missions and programs. Incumbent must be able to interpret and develop critical program logistics policies; Extensive knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process, and Department of the Air Force policy, procedures and schedules for developing Program Objective Memoranda, Budget Submissions and Financial Plans; Mastery knowledge of DoD and Air Force planning, acquisition, and management processes to provide force planning and investment strategy advisory services to ensure support for long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Logistics and life cycle management sufficient to plan and execute a product support program of marked difficulty, responsibility, and significance; and to apply new developments and theories to issues not susceptible to treatment by accepted methods.
Thorough and comprehensive knowledge of Air Force mission, policies, and program goals/objectives, the sequence and timing of key planning events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Extensive knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process, and Department of the Air Force policy, procedures and schedules for developing Program Objective Memoranda, Budget Submissions and Financial Plans.
Mastery knowledge of the laws, rules, and regulations governing federal DoD appropriations and also civilian personnel management.
Skill/proficiency in multiple analytical methods to provide comprehensive understanding and solid recommendations; Ability to communicate effectively, both orally and in writing, and effectively communicate complex, POM, Budget and Execution positions/courses of action. Must also articulate policy position to senior Air Force officials; Must be able to effectively develop and deliver an information or persuasive briefing or speech.
Ability to plan and execute several time critical complex, multi-faceted projects simultaneously, as well as organize and direct the functions of an organization to meet established deadlines; Ability to inspire, motivate, and guide others toward goal accomplishment, leadership ability, including the ability to coach, mentor, and challenge the staff of the organization through subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for individuals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
