The primary purpose of this position is to provide leadership and technical direction for Air Force logistics planning and agile combat support (ACS) functions and Air Force maintenance information functions and systems through the application of technical expertise in developing policy and oversight.

Duties

Analyzes, evaluates, and reviews proposed and existing logistics and Agile Combat Support (ACS) policies and related issues of high visibility, criticality, and applicability to the entire Department of Defense. Provides in-depth analysis and technical expertise in support of the Directorate of Logistics concerning Air Force technical orders, all forms electronic data including engineering data, the use maintenance driven local area networks and wireless methods infrastructure and operations as well as ACS policy. Functions as the component expert in the development of plans for major, highly complex systems of high monetary value, characterized by new and emerging technologies. Manages, monitors, evaluates and coordinates the execution of Logistics and ACS support for major complex, systems that encompass new and emerging technologies or complicated fielding requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery knowledge of the theories and principles of Logistics Management and agile combat support (ACS). Mastery of the application of a wide range of qualitative and quantitative methods for the assessment and improvement of logistics is required, to enhance the quality and effectiveness of complex logistics programs. Comprehensive knowledge of laws, policies, regulations and precedents applicable to logistics. Knowledge of DOD logistics program goals, sequences of key logistics and ACS program events and milestones, and methods of evaluating logistics. Knowledge is applied to design and conduct comprehensive studies of logistics and ACS issues for which boundaries are extremely broad and difficult to determine in advance. Study objectives to identify and propose solutions to logistics problems characterized by their breadth, importance and severity, for which previously used study techniques are inadequate. Mastery of advanced ACS and logistics principles and practices; a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes; and a thorough knowledge of military facilities planning, acquisition, and management processes to prepare long-range and short-range logistics planning guidance in compliance with broad agency policies and objectives. Knowledge of military command structures, missions, and programs for organizations involved in logistics and ACS activities. Comprehensive knowledge of ACS and the logistics support needs for assigned programs, systems, equipment and components. Expert knowledge of the administrative processes and documentation requirements for ACS and logistics activities, studies, and policies. Skill to plan, organize, and lead ACS and logistics study teams and to negotiate effectively with high level officials to accept and implement recommendations when proposals involve substantial agency resources and requirements for extensive changes in established work processes and operations, and/or entail conflicts with some functional elements and commands. Knowledge of regulations and practices pertaining to programming and budgeting for ACS and logistics functions. Broad knowledge of the theories and principles of Integrated Logistics Systems (ILS) planning, programming, and logistics systems management. Mastery of the application of a wide range of qualitative and quantitative methods for the assessment and improvement of logistics planning processes, programming, and logistics systems management so as to enhance the quality and effectiveness of complex ACS and logistics programs. Comprehensive knowledge of laws, policies, regulations and precedents applicable to ACS and logistics planning, programming, and logistics systems management. Knowledge of DOD logistics program goals and sequences of key logistics planning events, milestones, and methods of evaluating the worth of logistics plans as they are executed. Knowledge is applied to design and conduct comprehensive ACS and logistics planning, programming, and ACS logistics systems management studies for which boundaries are extremely broad and difficult to determine in advance. Study objectives to identify and propose solutions to logistics planning, programming, and logistics systems management problems characterized by their breadth, importance and severity, for which previously used study techniques are inadequate. Mastery of advanced logistics planning, programming, and logistics systems management principles and practices; a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes; and a thorough knowledge of military facilities planning, acquisition, and management processes to prepare long-range and short-range planning guidance in compliance with broad agency policies and objectives. Knowledge of military command structures, missions, and programs for organizations involved in ACS and logistics planning, programming, and logistics systems management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistics management principles, concepts, policies, and regulations. 2. Knowledge of all aspects of life cycle Logistics Support and ACS. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. 4. Ability to develop, prepare, coordinate, staff, and implement policies, procedures, programs, and directives. Ability to gather, analyze, organize, and present data and supporting analyses. 5. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements. Ability to identify, analyze, and translate complex information, makes appropriate judgments, and evaluate options concerning base readiness 6. Ability to organize and lead special study teams and task forces with members from different organizations, commands, and services. Ability to identify problems and develop innovative solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
