About the Position: Serve as a Budget Analyst in the Resource Management Directorate and perform the full range of review and analysis functions in the Programming, Budgeting, and Execution of Installation Resources. This position is located at the U.S. Army Human Resources Command within the G-8.

Duties

Serves as a budget analyst in the Resource Management Directorate and performs the full range of review and analysis functions in the programming, budgeting, and execution of installation resources. Compiles, consolidates, reviews, analyzes, and edits portions of the Command Budget Estimate (CBE) and Resource Management Update (RMU). Monitors, reviews, and analyzes the execution of approved activity and program budgets by subordinate activities within the Command. Recommends reprogramming (transfers) of funds between accounts, budget activities, or programs to finance new and/or revised requirements. Reviews Requests for Personnel Action (SF-52) and Notifications of Personnel Action (SF-50) to ensure the proper accounting of civilian payroll resources and alignment with the Command Table of Distribution and Allowances (TOA). Command missions are resourced with direct and reimbursable funds in the Operation and Maintenance, Army Reserve (OMAR), Operation and Maintenance, Army (OMA), and Reserve Personnel, Army (RPA) appropriations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a Secret Security Clearance.
  • Must be able to obtain and maintain a Financial Management Level 2 Certification within 2 years of appointment.

GS-11 Specialized Experience: Specialized experience is defined as using a wide range of principles for the concepts of budgeting for appropriated and revolving fund accounts; utilizing financial and programs of the agency in order to forecast the budget for the personnel salaries; and preparing and advising managers with detailed budget estimates, justification statements, and budget execution plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: as finance, accounting, public administration, or business. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
