About the Position: Serve as a Budget Analyst in the Resource Management Division and perform the full range of analytical technical, and administrative duties involving budget formulation, presentation and execution. This position is located at the U.S. Army Human Resources Command (HRC), Fort Knox, KY.
Duties
Periodically meet with assigned directors and office chiefs to display the status of their resources (dollars and manpower).
Review financial and accounting reports to determine the amount and timing of funding and allotments to be distributed.
Recommend reprogramming (transfers) of funds between accounts, budget activities, or programs to finance new and/or revised requirements.
Monitor, reviews, the execution of approved activity and program budgets by subordinate activities within the Command.
Analyze budget and financial data, and staffing plans submitted by program managers for consistency with financial plans, policies, and timetables of the employing activity.

- This position requires a SECRET Security Clearance.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: 1 year of specialized experience which includes formulating, developing and presenting budget guidance and data in support of multi-year operating goals, programs and budgets, analyzing and revising estimates in accordance with higher authority changes, and legislative or executive priority modifications. Provides advice, assistance, and recommend courses of action to section analysts, budget officers, and program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: as finance, accounting, public administration, or business.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
