About the Position: The incumbent serves as the Budget Officer in the Headquarters, Victory Corps, Office of the Deputy Chief of Staff, G-8, Execution Branch. Responsible for the formulation and justification of budget requests, and/or execution of approved annual operating budgets. This position is located at Fort Knox, KY which is approximately 45 miles south of Louisville, Ky and 14.5 miles from Elizabethtown, KY.
Duties
Provides decision support and analysis to support the budget and budget execution.
Develops financial policies and procedures for financial analysis to support management decisions.
Analyzes applicable fiscal law policy and procedures to ensure compliance with fiscal law during budget execution.
Reports on the actual use and rate of expenditure of funds against the financial plan in order to provide written narratives to justify variances.
Provides leadership and guidance to a team of budget analysts in the execution of budgetary responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must obtain and maintain a Secret Clearance.
- This position has a requirement to complete a Confidential Financial Disclosure Report (OGE-450).
- This position has supervisor responsibilities and as such the position is subject to 5 CFR 2638.103, Government Ethics Responsibilities of Supervisors.
- Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
- Must be able to perform business related travel up to 25% of the time.
- Financial Management Certification (FMC) – FMC Level 2 must be obtained within two (2) years of entry on duty. Once obtained, must be maintained.
- This position is designated Mission and Furlough Essential.
- Must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service including work that involves the following: experience budget formulation; advising on the approval of funding requests, and providing recommendations for a funding strategy.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
