About the Position: The incumbent serves as the Budget Officer in the Headquarters, Victory Corps, Office of the Deputy Chief of Staff, G-8, Execution Branch. Responsible for the formulation and justification of budget requests, and/or execution of approved annual operating budgets. This position is located at Fort Knox, KY which is approximately 45 miles south of Louisville, Ky and 14.5 miles from Elizabethtown, KY.

Duties

Responsible for the formulation and justification of budget requests, and/or execution of approved annual operating budgets. Applies expert technical knowledge of the Armys Planning, Programming, Budgeting, and Execution (PPBE) Process to receive annual funding, ensuring all phases of the budgetary/programmatic process are accomplished IAW law and regulations. Establishes internal controls and audit programs for all aspects of resource management (RM) to ensure personnel and dollars are used effectively and IAW governing regulations. Develops budget guidance, formulation methods, and/or execution tools; develops systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding. Performs in-depth analysis and provides the commanding general and senior resource manager with financial information from accounting systems on mission execution and compliance with Command performance indicators. Serves as the Budget Officer with oversight of daily administrative and technical operations, establishing an environment where the staff is focused and motivated on collaboration across staff functions while maintaining a positive climate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must obtain and maintain a Secret Clearance.
  • This position has supervisor responsibilities and as such the position is subject to 5 CFR 2638.103, Government Ethics Responsibilities of Supervisors.
  • This position has a requirement to complete a Confidential Financial Disclosure Report (OGE-450).
  • Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
  • Must be able perform a Temporary Change of Station (TCS) for not less than 6 months, but no more than 30 months.
  • Must be able to work under austere living conditions, as well as, share accommodation under field conditions (containers, tents and/or barracks).
  • Must be able to perform business related travel up to 60% of the time.
  • Financial Management Certification (FMC) – FMC Level 2 must be obtained within two (2) years of entry on duty. Once obtained, must be maintained.
  • Must be able to received inoculations IAW DoD requirements for travel to specific countries.
  • Must be able to travel using military transportation or non-commercial means of travel.
  • This position is designated Mission and Furlough Essential.
  • Must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa.
