You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMPENSATION) of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

You will identify sources of noncompetitive candidates (e.g., reassignment, reinstatement, alternative appointment authorities) to fill vacancies. You will advise customers on human resources regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]). You will coordinate with multiple parties (e.g., multiple commands, agencies, human resources offices) to resolve human resources issues. You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing expert level research, interpretation and application of civilian human resources (HR) laws; advise and make recommendations to management on resolving complex recruitment/staffing functions, such as special placement programs, recruitment sources (including non-competitive eligibilities) and special pay setting/incentives. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching, interpreting, and applying civilian human resources (HR) laws to provide advisory services and to resolve complex recruitment/staffing functions, such as special placement programs, recruitment sources (including non-competitive eligibilities) and special pay setting/incentives.
