About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Develops plans and objectives for assigned systems/programs.
Provides staff guidance and direction to elements engaged in the development and implementation of plans and objectives to assure that actions are in keeping with PEO/PM and higher echelon objectives.
Identifies areas needing emphasis and exercises leadership to ensure programmed system and subsystem time, cost and performance schedules are accurately established and met.
Provides scarf and technical guidance for consideration.
Translates program estimates to objectives and budgets.
Rolls plans up into total program, including schedules for the obligation and expenditure of funds to support program milestones.
Renders advice and assistance to the PEO/PM and higher-level staff pertaining to assigned programs, objectives, problems, funding considerations, etc.
Exercises authority for statutory and regulatory reporting.
Plans and directs the work of supporting personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (K) Business - Financial Management within 60 months as of entrance on duty.
- This position requires FM CERTIFICATION LEVEL 2 (FMC02). Selectees must obtain Level 2 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe at least one year of specialized experience equivalent to the NH-02 level that includes the ability to: 1) Develop and execute budgetary requirements; 2) Provide financial guidance to managers to ensure programs adhere to organizational policies and procedures; 3) Utilize technical knowledge of automated systems to execute funding requirements and to analyze data to develop solutions for budgetary issues; and 4) Communicate project/program funding status to identify areas needing emphasis and to ensure costs and schedules are accurately planned and executed.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
