The primary purpose of this position is to perform as a senior information technology (IT) specialist in systems analysis and applications software design and implementation. Projects typically involve feasibility studies to determine requirements for developing entirely new or making substantial modifications to existing applications software.

Duties

Analyzes complex and processes and/or a variety of unusual, questions, or conditions relative to the design and/or selection of management information systems and applications software technology, particularly in a collaborative environment. Develops and maintains required programs to support the needs of the user, particularly in a collaborative environment. Performs required testing, troubleshoots, and corrects system and applications software discrepancies. Participates in discussions, meetings, committes or specia projects and presents breiefing and prepares in recommentdations and reports.

  • Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C32.4.2. OR C3.2.4.3. failure to receive the proper IA certification may result in removal from this position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: Application of complex IT systems analysis and application software, concepts, functions, and capabilities sufficient to evaluate, design, write, test, troubleshoot, and maintain software systems and applications; Utilization of IT system applications, management information systems, and software development methods, procuress, and techniques; Applying agency policies/standards and estimate costs for IT related projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications successful integration with existing and anticipated infrastructure in the database. Knowledge of IT system application software and systems development life cycles, including systems documentation, systems documentations, system requirements and techniques, design development, configuration management, cost benefit analysis, system analysis, unprecedented design methodologies, data administration, system integration, and testing. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Ability to gather facts and use analytical and evaluative methods to assess requirements; apply CASE tools to design and development processes derives from traditional methods and solve a variety complex of computer software problems. Ability to maintain an up-to-date awareness technological advances and predict how management ca meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
