Duty Location: Yuma, Arizona
Duties
Assists in a technical capacity for handling, shipping, and disposal of hazardous wastes and spills of hazardous materials (HAZMAT)
Provides recommendations through observations to enhance effectiveness of emergency response and hazardous materials management
Conducts weekly and monthly HAZMAT inspections of YAO facilities to ensure compliance with regulatory requirements.
Implements projects to clean up or remediate contaminated areas.
Assists in the administration of the Yuma Area Office Emergency Management Program as a member of the emergency response team
Assists in coordinating and managing drills, tabletop exercises, and reviewing the participating parties' performance in the activities related to emergency response
Reviews and updates the Everbridge Emergency Management communications program and Continuity of Operations plan for the YAO
Coordinates with Emergency Action Plan (EAP) Manager on annual plan updates (EAP and IMP).
Qualifications
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience working with hazardous materials (storage, & disposal); preparing, reviewing, or researching documentation for written reports and/or briefings; or assist in identifying problems in agency/organization environmental or emergency management programs.

You could otherwise qualify on the basis of Education having successful completion of a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university in environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must submit a copy of your transcripts as proof of any claimed education). You may combine specialized experience and education to meet the minimum qualifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Selective Placement Factor: This position requires a current, valid Drivers License. Failure to provide proof of such license will cause you to be rated ineligible for this position.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 05/08/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-09 grade level. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
