The following are the duties of this position at the full working level.
Provides in-depth expertise and analysis on international or domestic tax issues, practices, and trends, and top-level advice related to short- and long-range program policies, strategies, and objectives for the Deputy Commissioner for International or an Industry Director, to promote and facilitate the implementation of Service-wide and LB&I priorities and policies and to ensure consistency of approach, technical correctness, and fair and equitable treatment of customers.
Provides expert international or domestic tax analysis and advice to the Deputy Commissioner International or an Industry Director on legislative issues, litigation matters, international or domestic tax administration priorities and policies, new or revised program priorities, significant technical issues, and sensitive or critical policy. .
Leads coordination with the Office of Associate Chief Counsel (International), the Office of Chief Counsel, the Treasury Office of International Tax Counsel, the Office of Pre-filing and Technical Guidance, LB&I Operating Division Counsel, and others on published guidance, litigation, and other technical international tax administration issues.
Provides analysis and coordinates with the Office of Associate Chief Counsel (International), the Office of Chief Counsel, the Office of Pre-filing and Technical Guidance, and others on competent authoritative matters and cases which raise technical or sensitive critical policy issues. Reviews outgoing position papers and sensitive correspondence.
Participates in appropriate Organization for Economic Cooperation and Development (OECD) initiatives, including Working Party No. 1 on tax treaty issues.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-15: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience with Partnerships S Corporations and/or high-income individuals as it relates to advising on emerging and existing tax compliance strategies to avoid taxes and the related litigation strategies in the global market to advise the Director of Field Operations of Global High Wealth (GHW). Experience advising High Wealth Clients in personal and philanthropic areas. Knowledge of Federal Income, Estate, gift, and generation skipping taxes with hands on experience with wealth transfer strategies utilizing estate planning, trusts, charitable foundations, and other tools utilized for high wealth tax strategies in multiple jurisdictions. Experience should demonstrate a knowledge of tax controversy trends as they relate to High Wealth individuals and the compliance examinations related to them. Relevant experience with various audit and examination procedures related to GHW cases, high wealth individuals with complex multi-tiered structures, including BBA Partnerships and Trusts.
AND
Experience planning, advocating, strategizing, and presenting a tax position on behalf of your client or organization. This experience should include working with at least one of the following: the IRS exam division, Appeals Division, Office of Chief Counsel and US Tax Court. Experience with recommending public opinions or published editorials about Partnership, S Corporations and/or high-income individual taxation in major accounting, tax organizations and/or publications, including comments on new legislation to the US Treasury. Involvement analyzing major issues of strategic importance, developing, or recommending new approaches, approving policy options and/or action plans of Partnerships, S Corporations, and high-income individual tax law. Significant involvement in advising senior leadership and/or High Income/Wealth clients in implementing major tax and estate planning or compliance strategies involving pass-through entities and high-income individuals and/or in leading teams toward the successful implementation of those strategies.
