About the Position: This position is with the Defense Health Agency. It is located within the Martin Army Community Hospital Director of Executive Quality Management in Fort Moore, GA. The primary purpose of this position is to serve as a Management and Program Analyst that performs duties as the Performance Improvement Coordinator (PIC).
Duties
Develop and implement systems, policies, and procedures for identification, collection, and analysis of performance improvement data.
Manage the organization’s preparation, record keeping, and report of significant findings related to patient care practices and presents findings and analyses.
Lead and facilitate quality assessments, processes, data analysis, and performance improvement activities using the Lean Six Sigma advance problem-solving methodology.
Provide technical oversight and management of the organization’s performance improvement program.
Analyze the facilities patient outcomes, safety and quality data received from various sources to assess the validity of the data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel (TDY) of 10% may be required.
- This position requires incumbent to possess Lean Six Sigma Black Belt certification.
- This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- This is a Mission Essential position. Employee is required to remain in place or report for duty during inclement weather conditions or other appropriate emergency conditions.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes utilizing office automation software and health care systems to collect clinical and service trend data; reviewing performance plans for an organization to identify trends or deviations in the program operations; drafting reports or graphs to track trends or improvements needed for patient care.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
