The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The purpose of this position is to serve as Budget Officer for ABMC.
The incumbent works under supervision of the Chief Financial Officer and applies extensive knowledge of the overall Federal budget process including budget formulation, presentation-enactment, and execution in the performance of the full range of budgetary activities for ABMC,
Duties
Formulate and prepare annual budget submissions and justification to the Administration through Office of Management Budget (OMB) and to the Authorization, Appropriation, and other oversight committees of Congress in coordination with the other staff and directors.
Assist in presentation, justification, and defense of all budgets to OMB and the Congress, including ensuring that senior Commission and agency officials are adequately prepared for appearances before Congressional committees and that each is provided with inform.
Performs monthly Status of Funds reviews for the overall agency.
Assist the Chief Financial Officer (CFO) in performing long-range planning and execution of services and responsibilities required by OMB and the Congress, including the Government Performance and Results Act (GPRA), the Federal Managers Financial Integrity Act (FMFIA), the Federal Activities Inventory Reform Act of 1998 (FAIR) and their integration with personnel, logistical, and engineering responsibilities of the Commission.
May oversee the work activities of other employee(s). Trains employee(s) in assigned duties and responsibilities.

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Qualifications for the GS-11
Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: assisting with the preparation of the operating budget and/or cost allocation for an organization; applying a wide range of principles, policies, and/or procedures of budgeting; providing financial guidance to program managers; creating financial reports and/or analyzing funding requirements.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Accounting, Economics, or Mathematics. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifications for the GS-12
Specialized Experience: For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates: familiarity with cost estimating, budgeting, financial management, and governmental and or corporate program accounting; assisting in the federal and/or corporate budget process to formulate budge estimates, develop and consolidate, or to edit budget justifications and reports; researching a wide range of financial, management, accounting, and budget concepts, principles and practices; and utilizing industry-standard financial accounting systems in order to reconcile records of commitments, obligations and expenditures.
Educational substitution is not allowed for this series and grade level.
Qualifications for the GS-13
Specialized Experience: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: performing budgetary or financial analysis (i.e., identifying fiscal, budgetary, and accounting vulnerabilities/challenges) to measure the effectiveness, efficiency and productivity of an organization; developing long-range programs and budgets; and reporting on analysis to leadership.; ensuring funds are executed and approved in compliance with established policies, procedures and regulations; providing financial advisory services to managers.
