About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

Assists in the operation of the installation emergency operations center. Coordinates the installation support plans and develops applicable reports. Operates all automation systems associated with emergency plans. Studies each possible action, making comparisons and considering effectiveness and implications and recommends the best course of action. Assists with the Force Protection and Physical Security Program and Training as needed. Responsible for managing response to natural disasters. Develops Emergency Plans and Procedures to maintain operations during FPCON levels during and after any natural disaster(s) which impact the unit’s operation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Employee may be required to work some holidays/weekends to support mission requirements.
  • Valid operator's licenses are required to operate motor vehicles.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Homeland Security Emergency Management, Disaster Management, or Emergency Services Management . OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Planning and EvaluatingPublic Safety and SecurityRisk ManagementSecurity Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
