Duties
This Human Resources Specialist position is located within Benefits and Retirement, Human Capital (HC), Enterprise Support (ES), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Researches and analyzes retirement and benefits law, regulations, and OPM guidance to address employee and management inquires and issues.
Serves as a retirement counselor for employees to include Law Enforcement Officers (LEOs).
Processes Retirement / Benefit transactions to include Retirement Applications, disability retirement applications, retirement estimates, death cases and Service credit deposit applications.
Educates and provides training to field HR and employees to convey retirement information and changes to retirement/benefits law, regulations, etc.
Knowledge of processing retirement related personnel transactions for federal benefits programs; FEHB, FEGLI and TSP.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Applying Federal laws, regulations and OPM guidelines related to employee benefits and retirements (e.g., Title 5 U.S.C., Title 5 CFR) in order to respond to inquiries and escalated issues; AND
Analyzing and reconciling discrepancies or inconsistencies on benefits and creditable retirement service; AND
Experience advising and processing on the full range of employee benefit programs including retirement and insurances; AND
Developing and presenting retirement and benefit informational materials for communication to managers and employees.
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialist experience is defined as:
Applying Federal laws, regulations and OPM guidelines related to employee benefits and retirements (e.g., Title 5 U.S.C., Title 5 CFR) in order to respond to inquiries and escalated issues; AND
Analyzing and reconciling discrepancies or inconsistencies on benefits and creditable retirement service; AND
Advising on the full range of employee benefit programs including retirement and insurances; AND
Presenting retirement and benefit informational materials for communication to managers and employees. Specialized experience with identifying retirement coverage errors and processing Law Enforcement Officer retirement is highly desirable.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
