Duties
This Director, Strategic Transformation and People Analytics (Supervisory Human Resources Specialist) position is with the Transportation Security Administration (TSA), Enterprise Support (ES), Human Capital (HC). The Director is responsible for the overall transformation of human resources across TSA including human capital of practice. Manages and oversees program staff.
Leads change management by coordinating HC business managers with non-HC HR offices and staff across TSA. Creates and oversees strategic plans and communication strategies for HCCOP success. Communicates HCCOP developmental needs to HC career development teams.
Gathers systems, contracting needs, business process, staffing levels/ roles/ bands and contract support requirements across non-HC HR and communicates requirements to HC and business owners. Creates multi-year transformation plans and tracks progress. Acts as DHS liaison for HR futures, department goals for HC, and assures TSA strategic plans and programs align with strategic objectives. Defines and builds organizational capability by focusing on new requirements and emerging needs.
Collaborates with the HC Business Partners who support airport leadership in HC strategy, best practices, issue resolution, operational forecasting, success and planning.
Coordinates workforce planning to support TSA wide leadership in HC strategy, right sizing, budget forecasting and justification, appropriate organizational structure, and planning of multi-year transformation.
Manages required activities to achieve organizational transformation, including strategy development, coordination with other members of the leadership team to develop and implement internal and external communication plans.
Supervisory responsibilities include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and assessing and developing organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Managing activities to achieve organizational transformation of human resources, including strategy development, and coordinating with other members of leadership teams to develop and implement internal and external communication plans; AND
Developing, planning, organizing, communicating, implementing and evaluating key human capital strategic initiatives that impact a large organization with diverse stakeholder groups; AND
Applying human capital policies, processes, guidelines, and regulations sufficient to perform a full range of functions over subordinate employees, manage allocated resources (staff, budget, equipment, etc.) to accomplish the work.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
