This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer, Springfield, Virginia.

Duties

The primary purpose of this position is to develop and coordinate human capital policy and provide technical assistance and management advisory services to ensure homeland security goals are achieved. The incumbent in this position plans, directs, manages, and oversees the human capital programs for Awards, Drug-Free Workplace, Employee Relations, Labor Relations, and Performance Management. Duties performed: Provide technical expertise and leadership in developing and implementing human capital programs and policies. Oversee strategic and preemptive program objectives and policy guidance relating to Awards, Drug-Free Workplace, Employee Relations, Labor Relations, and Performance Management. Oversee and provide advisory services and direction to supervisors and managers that contribute to the development and evaluation of new or reinvented human resources policies, procedures, and programs. Direct human resource/human capital management staff in developing and executing DHS wide objectives, policy, and procedures, assign workload among personnel; provide authoritative technical guidance, develops work improvement plans, recommends personnel actions, and evaluates employee performance.

Specialized Experience: GS-15: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Developing, planning for and conducting evaluation of Labor and Employee Relations, Performance Management, Awards, and Special Programs for an organization; and Reviewing Labor and Employee Relations policies and procedures to ensure consistency in their application and to recommend modifications; and Communicating and advising senior leadership on Labor and Employee Relations policies and procedures to ensure compliance; and Providing leadership to staff, including planning, organizing, directing, and evaluating the work of subordinate staff members. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
