This position serves as the Quality and Program Evaluation (QPE) Team Supervisor within The Human Capital Modernization Center (HCMC),and provides Human Capital support for TSA.
Duties
This SUPERVISORY HUMAN RESOURCES SPECIALIST position is located in the Human Capital Modernization Center, Human Capital, Enterprise Support, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Functions as the Branch Manager for the QPE Branch, overseeing allocated resources such as budget and personnel in compliance with relevant policies and procedures.
Tasked with enhancing the agency's overall capacity for human resource management by tackling extensive, performance-oriented systemic challenges, particularly in recruitment and hiring, classification, position management, organizational design, restructuring, personnel, payroll and benefits processing, HR data analytics, and process enhancements.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff.
Conducts briefings, participates in conferences/meetings, and presents information to employees, managers, and executives regarding a myriad of HR and organization development topics.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J- or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs; and rendering authoritative policy interpretations on issues that affect agency programs.
Leading federal human capital projects that impact federal human capital operations.
Providing presentations and/or briefings to organizational leadership on human capital policies within a federal agency.
Analyzing and reconciling discrepancies or inconsistencies regarding the hiring process and personnel, payroll and benefits processing.
Experience in leading a team or overseeing a project, as well as managing tasks and priorities with subordinates.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
