About the Position: This position is with the Army National Military Cemeteries, Office of the Director for Cemetery Support, G-1 HR and Executive Support. Serve as a Human Resources Specialist at Army National Military Cemeteries (ANMC), Arlington National Cemetery (ANC) to provide Anti-Harassment Policy and Program management support and comprehensive Human Capital management support to senior officials and the Human Resources Officer and to ANMC staff.

Duties

Develop Human Capital Plan for ANMC and advises senior management on this plan. Provide advisory services on structure of ANMC to include recommendations on appropriate series, grades level and numbers of positions needed to support mission requirements. Plan, direct, and implement ANMC’s Anti-Harassment Program. Provide advice and guidance on appropriate and effective execution of the anti-harassment program requirements. Ensure special projects conducted in human capital/HR are researched, planned and completed in accordance with guidelines and requirements set forth by higher headquarters and senior management. Create processes/procedures to attract and retain candidates in hard-to-fill positions, and implements a merit promotion plan to meet EEO objectives and merit system principles. Serve as liaison with the CPAC and selecting officials in determining overall recruitment needs, location of recruitment, optimal means to recruit, utilization of incentives, and policy issues. Monitor new policies, regulations and laws to ensure ANC policies meet current guidance.

  • Must be able to obtain and maintain a Secret Clearance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Human Capital ManagementPersonnel and Human ResourcesProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
