This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent is responsible for the full range of acquisition planning and contract management functions required to support a project with a mission of development, acquisition, testing, integration, production, and fielding of assigned weapons systems to the Army world-wide.
Duties
Assist in the development of solicitation packages and conducts reviews of contract specifications and contract change.
Coordinate with Finance, Cost, legal and other specialists as necessary.
Serve as advisor to program officials in procurement planning meeting.
Develop new or innovative contracting approaches to arrive at an equitable contract arrangement.
Direct the training of technical personnel to improve acquisition practices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- The employee must meet the DoDI 5000.66 requirements applicable to the Contracting and the Contracting Professional Career Level Certification within 36 months of appointment.
- This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Overseeing the full range of acquisition planning and contract management functions required to support a project; 2) Experience performing the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements for programs/projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11 equivalent.
The pay band for this position, NH-3, is equivalent to GS-12 through GS-13. If the qualifications of the applicant selected for the vacancy exceeds the minimum required, placement salary maybe adjusted higher to commensurate with those qualifications.
