This position for The Defense Information Systems Agency is at Chambersburg, Pennsylvania, Columbus, Ohio, Fort Huachuca, Arizona, Fort Meade, Maryland, Mechanicsburg, Pennsylvania, Pensacola, Florida, Pentagon, Arlington, Virginia, and Scott AFB, Illinois .

Duties

Performs full range of financial management reviews and evaluations for assigned areas of responsibility. Conducts functional operational reviews to examine work processes, records, and structures for compliance with laws, regulations, economy, and efficiency, and/or effectiveness in achieving desired results. Develops and presents both orally and in writing recommendations for correction of deficiencies and for improvement in operations to operating officials. Develops, reviews, and revises instructional training documents and identifies deficiencies in training materials and training programs. Verifies, analyzes, and evaluates data to verify training material content and conducts policy, procedure, and process reviews. Advises senior management on matters related to financial information availability and assists management’s decision-making process regarding effective and efficient use of DoD resources. Performs special projects, conducts surveys and analyses to determine scope and objectives of projects. Develops pertinent instructions and procedures to implement proposed system or revision. Participates with other personnel in the formulation of a TSEAS financial management manual and operating instructions. Develops standard operating procedures, definitions of internal controls, and related functional responsibilities.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• This is a Level 2 Financial Certification position.

Qualifications

Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience at the GS-12 level is defined as experience with the Financial Management Regulations (FMR), appropriations law, and other applicable laws and regulations; experience formulating and implementing operational instructions and procedures; and experience researching and resolving complex financial and/or accounting issues. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-12 grade level.
