This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DBC/CYBER DEVELOPMENT DIRECTORATE.
Duties
Performs Contracting Officer's Representative (COR) functions, in accordance with established policies and specific contract requirements.
Performs contract management functions, such as preparing requests for contract modifications and delivery orders; certifying vendor invoices.
Performs annual analysis of each managed contract to ensure pricing and provisions are in consonance with current standards and practices of industry
Maintains contract files for all contracts on which designated as the COR or Alternate Contracting Officer’s Representative (ACOR).
Monitors contractors' efforts to ensure that the contractors are meet the requirements and the intent of their contracts, in accordance with required delivery schedules.
Provides Contracting Officers required documentation to obtain any contract price adjustments for vendor noncompliance with contract terms and conditions.
Obtains input from supported sites, and accepts supplies and/or services, as specified in contracts that affect site activities
Validating services and performance, with coordination of supported sites; ensuring contract renewal or the exercise of option years.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is required to obtain and maintain a TOP SECRET security clearance.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience: To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience performing contract management functions, such as preparing requests for contract modifications and delivery orders; certifying vendor invoices; validating services and performance, with coordination of supported sites; ensuring contract renewal or the exercise of option year(s); assisting in contract renegotiations; and developing requirements for new and follow-on contracts. Developing required financial documents necessary to support budget formulation and management. Monitors/assists in the acquisition approval process
