This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for ACQ Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
As a Human Resources Specialist at the NH-0201-3 some of your typical work assignments may include:
Provide advice and assistance in various Human Resources (HR) program functional areas to all levels of management officials and has specific program responsibility for implementation of an effective program in any one or more of the following HR functions: employee services, payroll, policy, employee relations, and employee development.
Analyzes significant HR management issues and problems and develops recommendations and alternative solutions.
Develops guidance, procedures and standards for new and/or changing program areas.
Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of MDA's mission requirements, equal employment opportunity objectives and the Federal merit system.
Researches HR laws, policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action for HR inefficiencies.

Qualifications
You may qualify at the NH-03, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience with Human Resources programs such as Employee Services, Training, Employee Relations and Worklife services programs which may include but are not limited to the following: Wellness, Employee Assistance Program (EAP), Telework, Employee Onboarding, and Drug Free Workplace Program.
Must be able to manage project tasks, meet deadlines, and be adaptable to meet customer needs.
Experience with customer service skills with a passion to serve the workforce by promoting critical Worklife programs and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
