The primary purpose of this position is to provide advisory service on a wide range of civilian HR management (HRM) services and handle issues of a sensitive nature concerning all phases of attracting, managing, compensating, and retaining a high quality and diverse workforce. Work may include pay, leave, staffing, recognition, position management, or other HRM programs. You will analyze and resolve difficult, but sometimes routine, problems within assigned area of responsibility and recommend process improvements that optimize effectiveness of support. Additionally, the incumbent will develop methods for tracking and monitoring HR requirements, including evaluating alternative approaches. Duties Process a variety of requests for personnel actions (RPAs) to fill a variety of positions and ensure that all personnel actions meet regulatory requirements. Advises management on a wide range of staffing matters (e.g. recruitment strategies, classification, workforce shaping/business-based actions, recruitment methods, special pay incentives, etc). Review application packages of applicants in accordance with qualification and eligibility standards. Assists in or prepares documents, presentations, etc. Presents info in clear/timely manner Resolves technical problems Performs work that affects the accuracy, reliability or acceptability of broader projects and programs

Requirements

  • U.S. Citizenship Required
  • Telework may be authorized.
  • Incumbent must have or be capable of obtaining and retaining a Top Secret/SCI security clearance
  • Locations are not negotiable. The actual duty location is in Dahlgren, VA.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing program. The incumbent is subject to random testing for drug use.
  • Position is subject to polygraph testing

In order to qualify for this position, you must meet the basic education and/or specialized experience requirements. Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. Examples of specialized experience include: For DO-01: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level. Examples of specialized experience includes: Ability to work independently on assigned tasks. Analysis and resolution of difficult but routine problems, that may include minor adaptation to established methods and techniques. Provides quality, timely, flexible and responsive products and/or services. Prepares and presents technical data/information in assigned area to educate customers and peers. For DO-02: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level. Examples of specialized experience includes: Develops new or modifies methods, criteria, policies, or precedents for HR field. Plans and carries out work, effectively resolving most conflicts that arise. Contributes expertise internally or externally. Works with customers to proactively define/anticipate problems and develops strategies for effective resolution. These definitions of specialized experience are typical of work performed at the DO-01 (GS-07-11 equivalent) position in the federal service.
