You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the HUMAN RESOURCES DIVISION of NAVSURFWARCENDLD.

Duties

You will be responsible for administrative oversight and technical support for various student program areas. You will advise managers on recruitment and placement strategies. You will classify positions and advise on the strategic use of student programs to build a pipeline for the future workforce. You will research and interpret regulations relating to student programs. You will advise management on compensation. You will notify management when interns and students are eligible for promotion and conversions to conditional/career appointments. You will communicate with candidates regarding tentative offers of employment, start dates, pre-employment requirements, student program obligations, and tuition assistance details. You will assist with corporate metrics related to student programs.

Qualifications

For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying human resources policies, practices, or procedures related to student programs to advise managers on recruitment and placement strategies in order to build a pipeline for the future workforce. For the NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05 through GS-08 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with human resource policies, practices, or procedures related to student programs to support managers on recruitment and placement strategies in order to build a pipeline for the future workforce. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04:
A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
