Duties
As a Human Resources Specialist at the NH-0201-3 some of your typical work assignments may include:
Advisory services provided are broad in scope and consistently reflect all major facets of the military personnel management program of the organization, a mastery of Naval personnel management policies and practices of the DoD, and keen awareness of the best business practices used in support of assigned military staff.
Advise senior military leaders and immediate supervisor of military personnel matters regarding compliance with policies and procedures for making proper personnel resource decisions in relation to Navy and Marine Corps. Firm understanding of establishing and maintaining U.S Navy Active Duty personnel assignments and employer-employee relationships that contribute to productivity, motivation, morale, and discipline in the workplace.
Worked as a Navy Administrative Officer and/or Personnel Officer with a firm understanding of Naval personnel and pay processes, to include evaluations, fitness reports, and Naval Awards. Work completed per Navy and DoD Instructions.
Manage and process Navy personnel gains, losses, retirements and separations.
Manage officer assignments and coordinate with OSD, JCS, WHS, and Navy Personnel Command, ensuring the Agency is probably staffed.
Manage Navy and Marine Corps billets, and coordinate with OPNAV, WHS, Navy Personnel Command and Joint Officer Matters Manpower Management, Officer Assignments Staffs in the submission of required OSD and service forms and policies.
Responsible as a member of military affairs management team in formal and informal management planning, policy and decision-making regarding military personnel decision-making actions in the Agency.
Manage administrative and personnel tickler systems to support Navy and Marine Corps Agency Staff ensuring all requirements are completed as required.
Participates in meetings, working groups, and other process area related meetings as an advisor and as a value-added contributor and collector of military personnel and organizational related information.
Performs wide variety of analytical duties connected with planning, prioritizing, justifying, directing, controlling, managing, and implementing military personnel actions. Contributes to the effectiveness, efficiency, and productivity of the agency operations through training and responding to management requirements.
Have a firm understanding and how to effectively use Navy Personnel systems such as Navy Standard Integrated Personnel System (NSIPS), Official Military Personnel File (OMPF), SalesForce, Electronic Service Record (ESR), enterprise Customer Relationship Management (eCRM), BUPERS On-Line, Fleet Training Management and Planning System (FLTMPS) and Personnel Tempo (PERSTEMPO).
Resolves diverse viewpoints/controversial issues. Presents organizational briefings to convey strategic vision or organizational policies.
Performs other duties as assigned.

Qualifications
You may qualify at the NH-03/GS-13 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11grade level in the Federal service:
Experience using Navy personnel management and organization practices, planning and evaluating complex personnel functions in order to develop and implement effective navy personnel processes to include use of Navy automated personnel and administrative systems, capabilities and proactive usage to effectively complete assignments.
Experience managing Navy Administration, organizational, and personnel practices; planning and evaluating complex administrative and personnel functions in order to develop and support flag officers and staff.
Experience as a technical advisor in significant management planning and policy and decision-making actions in the Agency with strong customer service background and the ability to solve complex personnel and administrative challenges.
Experience using a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in meeting established goals, measures, and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
