This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for providing guidance and advisory services on a wide-range of classification and recruitment and placement issues.

Duties

As a Human Resources Specialist (CLASSIFICATION/R&P) at the GS-0201-12/13 some of your typical work assignments may include: Provides guidance and problem resolution to management regarding recruitment and placement issues to include long-term recruitment, staffing, special programs, recruitment strategies, directing hiring authority, use of valid selection criteria, etc. Work with management to review and provide recommendations on recruiting plans to attract new talent. Ensure SharePoint and New Hire Websites are maintained with relevant up to date information to serve as an online resource for employees and potential candidates. Provides the full range of classification/ position management assistance to DSCA Headquarters and satellite managers and executives advising on complex classification and position management advisor concerns and issues requiring extensive analysis and troubleshooting. Perform on-boarding duties by utilizing USA Staffing to initiate on-boarding functions.

  • Incumbent must complete DoD SCW Basic-level certification courses within one year.  In addition, 40 hours of continuing education (CUE) every two years.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Providing expert advisory services in recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants; Performing work that involves complex recruiting, examining, selecting and placing employees; Developing human resources policies in staffing and classification for a federal agency; and Performing job analysis and classifying complex position descriptions using the Office of Personnel (OPM) Management Classification Standards. You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Interpreting and applying recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants; Performing work that involves recruiting, examining, selecting and placing employees; Utilizing human resources policies and practices to advise management in attracting a high quality workforce; and Performing job analysis and classifying position descriptions using the Office of Personnel (OPM) Management Classification Standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
