You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the LABOR & EMPLOYEE RELATIONS/ WORKERS' COMPENSATION DEPARTMENT of FLEET HRO NORFOLK.
Duties
You will administer all aspects of the Federal Employees' Compensation Act (FECA) Program.
You will prepare briefings and publicity materials to ensure that supervisors and employees are fully and currently informed of the FECA program.
You will provide advice to activity commanders and directors, safety managers and financial managers on FECA claims, costs and trends.
You will initiate action to correct errors identified in the DOL quarterly compensation rolls.
You will work with managers and supervisors to controvert claims the activity perceives as unjustified under applicable regulations and precedent Office of Worker’s Compensation (OWCP) appeal decisions.
You will provide technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims.
You will coordinate with the Department of Labor (DOL), Office of Workers' Compensation (OWCP) on requests for additional information, and continuation of long term disabilities.
You will closely review claims for possible fraud and coordinate with NCIS personnel in cases involving fraud or abuse of the program.
You will coordinate and/or draft responses to Freedom of Information Act (FOIA), Privacy Act and other official requests.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for a GS-12 position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing advice to management officials such as activity commanders, directors, safety managers, and financial managers on Federal Employee Compensation Act (FECA) claims, costs, and trends.
Experience providing technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims;
Experience serving on FECA committees, providing facts concerning conditions of coverage, continuation of pay, medical benefits and care, long-term disability claims, and agency management of compensation claims and trends;
Experience reviewing claims for possibly frauds and coordinating with designated officials in cases involving fraud or abuse of the program;
Experience administering a FECA program to include reviewing, analyzing, and interpreting injury compensation standards;
Experience developing and conducting supervisory training and developing local procedures to implement new policies.
To qualify for a GS-11 position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing management advisory services to customers, resolving issues/problems often requiring consideration and interaction with other HR functional areas;
Experience coordinating with the Department of Labor (DOL) OWCP (Office of Workers' Compensation) on requests for additional information and continuation of long-term disabilities;
Experience providing technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims;
Experience developing and/or conducting supervisory training and developing local procedures to implement new policies;
Experience determining and evaluating qualifications in order to refer individuals on compensation to appropriate positions.

GS-11:In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
