ABOUT THE POSITION: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. You may need to complete a 3 year probationary period, if applicable. This position is with 7th Signal Command, 21st Signal Brigade, 302nd Signal Battalion, located at Fort Detrick, Maryland.

Duties

Advise, develop, manage, and coordinate contract requirements, as the the principle focal point for developing and preparing all requirements packages in the Acquisition Requirements Tracking System and managing all contracts. Prepare purchase requests with detailed technical requirements to support delivery orders and estimates costs for new acquisitions. Ensure compliance with regulatory and procedural guidance. Ensure policies and procedures are being adhered to. Coordinate with Battalion staff elements the acquisition, provisioning, and field into the inventory of state-of-the-art equipment. Coordinate the functions of logistics or maintenance to develop, prepare, review, analyze, and coordinate logistics support plans and logistics annexes to operational plans prepared by the command. Develop agreements IAW governing regulations. Develop cost estimates and exercises program management and oversight to determine actual costs through reviews with supported and supporting activities and resource management activities. Responsible for the local direction, implementation, oversight and administration of the GPC Program. Serve as primary contracting representative on program issues and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized experience would be demonstrated by administering acquisition requirements; interpreting contracting policy to assist in determining pricing based on past histories; preparing acquisition packages for the procurement of a variety of supply, service, studies, and training contracts; and providing life cycle management and/or logistics support for broad categories of communications electronic equipment and systems.
