You will serve as a Performance Assessment Representative in the Public Works Business Line, Facilities Contracts Management and Facilities Services (FMFS) of NAVAL FAC ENGINEERING CMD WASH.
This is a developmental position with a full performance level of GS-11. Applications will be accepted at both the GS-09 and GS-11 grade levels.
Duties
You will perform inspections/assessments in the areas of hazardous waste disposal, HVAC systems, mechanical systems, electrical systems, custodial, grounds and structural systems and subsystems, as well as renovation projects.
You will develop quality assurance/performance assessment plans for specific contracts.
You will monitor contractors' adherence to safety measures, wage and hour laws, and labor relations.
You will develop cost analysis schedules and cost estimates for new solicitations or contract modifications.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Procurement Integrity Certification is required in accordance with Office of Federal Procurement
Policy Act (41 USC 423) as amended. You will be required to complete Standard
Form OGE-450 annually.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing inspections/assessments in the areas of hazardous waste disposal, HVAC systems, mechanical systems, electrical systems, custodial, grounds and structural systems and subsystems, as well as renovation projects; 2) Developing quality assurance/performance assessment plans for specific contracts; 3) Monitoring contractors' adherence to safety measures, wage and hour laws, and labor relations; 4) Developing cost analysis schedules and cost estimates for new solicitations or contract modifications; and 5) Ability to read blueprints, architectural drawings, and specifications.
For the GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Acting as a liaison between customers and contractor; 2) Preparing a daily inspection report; 3) Performing on-site inspections; 4) Reviewing contract specifications; 5) Establishing assessment schedules; 6) Reviewing contractor proposals; 7) Knowing the technical and legal terminology of contracts.
