This position is located with the Bureau of Indian Affairs, Alaska Region, Office of the Deputy Regional Director-Trust Services, Branch of Titles and Records in Anchorage, Alaska. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE. NOTE: THE PAY FLEXIBILITIES OF A BONUS MAY BE AUTHORIZED, PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Serves as the Land Titles and Records Manager and expert/staff authority on all actions and operations related to the LTRO program, including the implementation of Departmental/Bureau of Indian Affairs (BIA) regulations, policies, procedures, and guidelines. Exercises significant responsibility to the development of overall goals and objectives for the Regional LTRO program. Directs, coordinates, and oversees work done by the employees. Is responsible for monitoring these activities throughout the fiscal year to ensure workloads are in harmony with the program directives and goals. Responsible for planning and managing the budget, considering manpower requirements, overtime, procurement, equipment, and IT needs. Exercises delegated authority to set a series of annual and multi-year long-range work plans and schedules in-service of contracted work. Directs, coordinates, and oversees the accuracy of title ownership for the purpose of monetary/income payments to Indian beneficiaries and other entities.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301). GS-13: I have at least one year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience is examining title documents for accuracy and completeness; interpretation of survey data; curing title by preparation of administrative corrections and modifications; issuing title status reports; and Trust Asset and Accounting Management System (TAAMS) procedures; initiating personnel actions for hiring, terminating, promoting, and training subordinate staff; performance management including writing performance standards and rating and assessing subordinate staff; human resource management, leadership, and performance management; responsibilities of program management and planning; responsibilities in planning and management budget formulation. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
