About the Position: Assigned to the Modeling, Mapping, and Consequences Production Center with the responsibility for providing program analysis support pertinent to the planning, scheduling, coordination and accomplishment of the MVK Mississippi River Channel Improvement Project and other funding and reimbursable programs as assigned.

Duties

Analysis of programs and estimates requires some knowledge of engineering principles, a thorough understanding of Program Documents, General Design memorandum, Engineer Regulations, and comptroller and programming formats. Prepares all forms and documents required to transmit the annual budget request. Closely monitors current year work program performance against schedules. Explains pertinent program facts to other elements. Follows up on distributed programs to ensure timely review, and informs supervisor when programs are ready for approval or disapproval. Develops special budgetary and program execution reports by compiling and computing statistical data from records, previous reports, feeder reports, financial statements, cost statements, and other sources.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS 11: Specialized Experience: One year of specialized experience which includes includes assuring project cost data support the project cost estimates contained in approved budget submissions; monitoring monthly performance reports such as construction, maintenance, re-construction planning for compliance; analyzing control data such as status reports, budgetary authority, funds received, and funds obligated; AND maintaining control over the obligation and expenditure of allocated funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
