This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s).

Duties

Major Duties: Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area. Recognized as an authority on expendable commodity management and serves as a subject matter expert to all services and service lines. Inventories managed include a wide variety of expendable items and durable medical equipment which may or may not be available through the Medical/Surgical Prime Vendor program or other negotiated or Federal Supply Schedule contracts. Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines. Acts as a focal point for new EX supply procedures. Makes decisions and commitments for the medical center on medical/surgical supplies that materially affect the VA HCS' ability to provide medical care to Veterans. Research opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Utilizes performance measures to conduct forecasting and quantitative analysis. Develops Standard Operating Procedures (SOPs). Other major duties include: Conducts short, mid, and long-term advanced planning for expendable items and DME, utilizing enterprise-wide computerized planning tools. Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over EX supplies. Forecasts short-and long-range inventory needs considering changes in medical and surgical technologies, clinical scheduling changes and program requirements. Manages inventory, independently sets initial stock and par levels and reorder points and resolves issues for a complete medical or service category (i.e., surgical, dental, imaging, engineering, prosthetics, laboratory or other major commodity). Research opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-07: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducts wall-to-wall and periodic inventories. Maintains inventory control records in an automated system. Compiles and analyzes performance measures and implements process improvements. Utilizes automated inventory management system to maintain current inventory data. Determines the means and methods to resolve issues and improve operations. Conducts short, mid, and long-term advanced planning for expendable items and durable medical equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education; OR Superior Academic Achievement (SAA); OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. GS-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and reviews all inventory processes, functions, and related systems. Conducts market research on product pricing and performance. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Prepares submissions to obtain approval and/or funding for national level expendable supply contracts. Researches and develops solutions to complex and routine problems. Manages inventory, independently sets initial stock and par levels, and reorders points and resolves issues. Formulates improved inventory management procedures and practices. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR, LL.B. or J.D., if related; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience, and only graduate education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage, and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment. Superior Academic Achievement: to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled.S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies listed below. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
Graduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
