About the Position: Serves as an Acquisition Analyst with responsibilities of developing performance work statements and other contract requirements package documentation for various types of complex contracts and other procurement actions. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.

Duties

Recommends types of contracts, contracting organizations, and contract provisions. Develops acquisition objectives and milestones to obtain the contracted services within the timeframe demanded for the particular project. Conducts discussion as necessary with contractors and assists project managers/technical representatives and Contracting Officer Representatives (CORs) with their discussion of contract issues. Reads and interprets new and revised regulations in order to keep current. Works with various personnel to resolve problems occurring during established procurement phase.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary duty travel (TDY) up to 25% required.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually and thereafter.
  • A one-year probationary period may be required.
  • Must be able to obtain and maintain a Secret clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
