The primary purpose of this position is to: To conduct analysis of Operational Plans (OPLANs) developed by the United States Strategic Command (USSTRATCOM) in order to perform assessments to assist in the refinement of the planning, procedures, and strategies with regard to minimizing harm to civilians and civilian infrastructure.
Duties
Serves as a senior analyst evaluating consequences of execution for USSTRATCOM Operational Plans, including potential for civilian harm and civilian harm mitigation strategies
Conducts advanced analytical studies to evaluate strategic nuclear war plans
Serves as a senior consultant and Directorate-level technical expert to senior leaders regarding CHMR
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts

Qualifications
The employee must be able to obtain and maintain a TOP SECRET SCI/NC2-ESI clearance as a condition of employment.
This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery and knowledge of a wide range of qualitative and quantitative methods techniques and evaluation methods and the knowledge and skills in applying analytical and evaluative methods and techniques to determine issues or studies concerning the efficiency and effectiveness of program operations; expert knowledge in nuclear weapons, including their effects, function, and employment considerations; knowledge of and familiarity with the military command structure, missions, programs and organizational relationships, the military adaptive planning process, and program goals/objectives; the sequence and timing of key issues and milestones; and the methods of evaluating the survivability and lethality of strategic weapon systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of nuclear weapons effects, weapons effects modeling, and nuclear weapon employment considerations
Knowledge of a broad range of weapon systems, or major area of military strategic/tactics analysis techniques and possession of analytical abilities
Knowledge of, and the ability to apply, joint doctrine, regulatory policies, the military adaptive planning process, and the military joint planning process particularly as they apply to US Strategic Command
Skill to negotiate and/or defend findings and program support concepts
Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints
Ability to effectively integrate outputs from various data sources into modern visualization tools; ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
