You will serve as a MANAGEMENT ANALYST in the CORPORATE OPERATIONS DEPT of CDR NAVY REGIONAL MAINTENANCE CMD.

Duties

You will be responsible for the establishment, implementation and oversight of Total Force Manpower and Military Manning programs for CNRMC and the RMC Enterprise. You will administer and monitor the RMC Enterprise military and civilian manpower (including POM) and manning programs and visit RMC Enterprise commands as required to evaluate manpower needs and provide staff assistance and guidance. You will review manpower policies, plans, programs and procedures pertaining to Total Force billet requirements and authorizations. You will evaluate and advise on the effective use of manpower management practices, controls and reporting systems. You will be responsible for the formulation, preparation, presentation and administration of manpower policies, programs and plans for the RMC Enterprise. You will assist with civilian personnel programs and will \work with civilian human capital analyst to prepare change requests and update the Navy's master billet file.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector evaluating military or federal civilian manning and manpower requirements to initiate changes in program operations for efficiency and compliance with mission requirements. Examples of qualifying experience may include: Applying experience in Program Objective Memorandum (POM) Manpower requirements and process, build POM Manpower requests and justification, and applying experience with the total force manpower and human capital management issues.
