You will serve as the Director of Postal Operations for Fleet Logistics Center Pearl Harbor (FLCPH) and as the Official Mail Manager for Navy Region Hawaii.

Duties

You will provide oversight and direction of Postal Programs within the Navy's Region and the Fleet Logistics Center area of responsibility (AOR). You will ensure postal functions are efficient, cost effective, productive and timely. You will be the principal point of contact and maintain liaison for all postal and mail operations matters within NAVSUP FLC, and Commander, Navy Region with DOD, DON, regional and national U. S. Postal Service officials. You will review and recommend changes to level of service to Commander, Navy Region installations and serves as advisor to the Commanding Officer on all matters pertaining to postal affairs. You will provide direction and oversight for the Postal Advisor (PA) program for all Fleet ships and shore commands in the Commander, Navy Region and other areas when directed by higher authority. You will monitor performance of subordinates based on implementation of mail costs control program and reduction of cost to process and transport mail. You will analyze overall postal operations and evaluate the potential benefits of automation technologies to improve efficiency in mail processing. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying a mastery knowledge of and strong background in postal operations management and methodology, ensuring U.S. Postal Service laws, rules and regulations are enforced all while improving organizational efficiency and effectiveness. You have experience utilizing both analytical techniques and my knowledge of an organization sufficient to provide recommendations for policy and procedural improvements, and in order to analyze and evaluate incoming projects and actions to determine appropriate referrals and coordination. You have experience providing the strategic planning, execution, management, and oversight for business-related operations (budget development, execution analyses, business development, corporate-level management of contract proposals, etc.). You are able to communicate well both orally and in writing. Examples of specialized experience may include: 1) Applying an extensive knowledge of DOD and DON security regulations, directives, and record retention and disposal regarding postal items in order to develop and implement mailroom security plans in accordance with GSA and DOD standards; 2) Utilizing a knowledge of Domestic Delivery Service (DDS), as well as commercial delivery services (FEDEX and UPS under GSA contract); 3) Using automated software tools such as Navy-ERP, in order to prepare funding documents to support postal operations; 4) Performing analyses on current and future budgetary requirements, and developing and formulating command postal budgets - both short and long term.
