This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serves as a Project Officer in the Office of a Program Executive Office (PEO) or Program Manager Office (PMO) performing a wide variety of projects, studies and taskings and evaluating a multitude of initiatives under the domain of the PEO or PMO.
Coordinates with the Project Management Offices (PMOs) at various locations, functional matrix support organizations, higher headquarters staffs, other agencies and contractors.
Plans, analyzes and improves the effectiveness and efficiency of internal operations for the organization.
Performs financial and status reporting, basic logistic activities, workload planning and scheduling, contract tracking and performance evaluation.
Works with different functional disciplines (e.g. engineering, logistics, business management, test) to plan, analyze, and implement PEO/PMO operations, which may include support to key program reviews/milestones
Supports pre-award contract activities, assists in acquisition planning, assesses risk (technical, cost and schedule), and participates in a business process IPT, fundamentals of enterprise integration, and outcome-based performance measures.

- The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in Support/Enabler - Foundation level within one year of entrance on duty.

You will receive credit for all qualifying experience, including volunteer experience. **Experience Requirements**
Gerneral Experience: three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 level, which includes: 1) Analyzing problems; 2) Communicating orally and in writing; 3) Administrative responsibility (i.e. managing calendar, timecards, managing calendar; 4) Reviewing and completing taskers; AND 5) Various clerical and administrative support work (i.e. schedule travel, manage travel cards, provide support to management).

Education: Have successfully completed a full four-year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: Have the general experience as described in A, but less than three years; and I have some education as described in B, but less than the required four years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

The definition of experience is typical of work performed at the next lower grade/level position in the federal service NH-01 (or GS-04 equivalent).
Education
