Duties

The primary purpose of this position is: to plan and coordinate the routing and mating of all strategic nuclear bomber and tanker aircraft in Operations Plan (OPLAN) 801X and in other Unified Command plans. Also responsible for training Air Force and Navy bomber planners to provide detailed analysis determining the impact new Integrated Air Defense (IADS) technologies will have on current and future military options and develop tactics and employment considerations to minimize the impact of new and existing technologies on mission success. Develops all aspects of OPLAN 801X and Unified Command taskings from weapon allocation, application, and timing of the weapon systems to document production and dissemination to the strategic aircraft forces. Serves as a bomber and tanker strategist and tactician and is responsible for training joint bomber planners in bomber tactics and employment. Fills duty roster positions for the USSTRATCOM Nuclear Planning Element (NPE) team. Provides guidance, training, and oversight to a staff joint officers working OPLAN 801X development, production and document production. Participates in and provides operational and technical expertise to the development of studies and working groups for the Chairman, Joint Chief of Staff (CJCS) and Commander US Strategic Command (CDRUSSTRATCOM) on issues affecting aircraft employment.

Qualifications

This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for assessing and providing a detailed analysis determining the impact new IADS technologies will have on current and future military options and develop tactics and employment considerations to minimize the impact of new technologies on mission success. Mastery of and knowledge of existing Integrated Air Defense System (i.e. surface to air missiles, threat radars, fighters and AAA) specifications, capabilities and limitations to effectively develop and adjust bomber and cruise missile plans, tactics and employment to optimize mission success. Requires extensive knowledge of NGA processes and requirements for identifying, processing and developing Terrain Contour Mapping (TERCOM) maps to ensure the success of nuclear gravity weapon strategic forces. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of weapon system capabilities, tactics, employment, mission planning, aircrew training programs, and nuclear command and control procedures and of weapon systems, military operations, history, doctrine, strategy and plan development, and the operational art aspects of the Joint Operational Planning Process. Expert knowledge of various mission planning and analysis tools to include: Air Vehicle Planning Software (APS), Portable Flight Planning System (PFPS) (e.g. Falcon View, CFPS) and Air Force Mission Support System (AFMSS) and NGA processes for identification, development and request of Terrain Contour Mapping (TERCOM) products. Knowledge of the National Command Authority, Executive Branch relationships and agreements, DOD, the Joint Staff and departmental structures and relationships. Knowledge of geopolitical relationships, current events, treaties, alliances significant threats to national security, economic and cultural relationships and other nations' armed forces; and defense contractors, think tanks, federally funded research and development centers, DOD's professional military education institutions and the national laboratory system. Skill in interpersonal relations, problem solving, and team building; ability to lead mullet-functional/ multi-agency planning teams during directed planning sessions and to communicate complex and technical matters clearly, concisely, and accurately, both in writing and oral presentations. Ability to execute projects and/or studies within established time constraints and to originate new ideas, projects, and studies and methodologies. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and provide a comprehensive, current operational readiness assessment to commanders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
