Duties
Responsible for providing mission critical information technology (IT) and telecommunications support in areas of customer support, system administration, data management, operating systems, and security for an interagency communication center (ICC).
Responsible for administering and/or maintaining law enforcement sensitive information systems supporting law enforcement agencies nation-wide.
Continuously assessing IT activities through detailed reviews of existing policy, developing and interpreting policy for IT systems, and serving as liaison to multiple functional users for all technical aspects of the ICC.
Responsible for supporting and responding to critical outages and other needs related to mission essential systems utilized in a 24 hours a day, 7 days a week, 365 days a year ICC.
Responsible for diagnosing and/or troubleshooting problem areas specific to computer aided dispatch (CAD) operations, digital audio recorder systems, network, radio and data management.
Responsible for keeping network diagrams up to date, maintaining listing of all authorized equipment for assigned programs, performing annual inventories, and developing and maintaining system documentation.

- Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
- May require a one-year probationary period.
- An applicant appointed to this position must possess and maintain a valid state driver's license while employed in this position.
- This is a Bargaining Unit position.
- Contracting Officer's Representative 2 certification must be received within 6 months of initial appointment and the incumbent must attend training as required.

Individuals can meet the basic requirements through two ways either Education or Experience.
Education:
GS-9: Master's degree or equivalent or 2 full years of progressively higher-level graduate education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-11: Ph.D. or equivalent or 3 full years of progressively higher level graduate education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience:
Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Information Technology (IT)-related experience demonstrating each of the following competencies:

SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:
Specialized Experience Requirement- GS-2210-9 level: You must possess one (1) full year of specialized experience at or equivalent to the GS-2210-7 level that is equivalent in difficulty and complexity as indicated by the following examples: demonstrated knowledge of computer requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided. The assignments must have shown completion of the following, or the equivalent: Analysis of the interrelationships of pertinent components of the system; Planning the sequence of actions necessary to accomplish the assignment; and Personal responsibility for at least a segment of the overall project.
Specialized Experience Requirement- GS-2210-11 level: You must possess one (1) full year of specialized experience at or equivalent to the GS-2210-9 level that is equivalent in difficulty and complexity as indicated by the following examples: demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. Experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and Adaptation of guidelines or precedents to the needs of the assignment.

Educational Substitute for Specialized Experience:
GS-9 (or equivalent) Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-11 (or equivalent) Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The position requires that the incumbent work some long periods and under conditions of intense
concentration. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and working against tight deadlines with limited resources. Lifting and moving of computer or data communication equipment and supplies to set up may be required up to 70 pounds. Although the work is sedentary and performed in an office environment, the incumbent may occasionally be required to visit remote locations to support details or operations. Therefore, the incumbent must also be able to withstand working in remote conditions that could involve excessive cold or hot temperatures in a variety of climates.
Work Environment: Work is performed primarily in an office environment with occasional travel to various meetings
at offices or other communication/dispatch centers. Incumbent may occasionally work in remote locations (supporting law enforcement details or operations), other offices and states to provide technical assistance as required. The incumbent may also be required to use protective safety equipment, travel by commercial aircraft or as a passenger in a vehicle, and/or operate all-terrain vehicles (ATVs) to visit sites.
