This position is located in the Small Business Administration, Office of Grants Management in Washington, DC. As a grants management specialist will be responsible for advising, assisting, awarding, overseeing, and/or monitoring a number of grants and Cooperative Agreements.
Duties
Reviews Federal assistance applications and proposals for completeness and compliance with program legislative requirements.
Serves as a Grants Management Officer with authority to obligate Federal funds up to their warrant amount, approve payment and special requests, render written decisions on disputes, resolves complex audit findings and issues modifications.
Conducts price and/or cost analysis on proposed budgets documenting dinging in prescribed formats for use during negotiations or for use in determining appropriateness of award.
Conducts continuing reviews of the grants instruments in accordance with any proposed or existing legislation affecting the various types of awards to ensure awards are in compliance with existing legislation.
Requirements
- You must be a U.S. Citizen
- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- This is a bargaining unit position with AFGE Local 228.
- This is not a drug testing designated position (TDP).
Qualifications
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector:
Grant Administration regulations, policies and procedures to provide technical advice and assistance to program staff; and
Administer and execute a full range of grants and cooperative agreements (pre-award and post-award); and
Provide input to policy implementation

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
In accordance with the SBA Federal Assistance Policy Directive, you must have successfully completed ALL the required grants management core course training requirements to obtain a Certificate of Appointment (warrant) or the equivalent certification within the last three years. You MUST submit your qualifying grants management courses (equivalent to 240 hours of completed training) or a copy of your Grants Management Certification with this application, or you will be rated ineligible.
OR
You must agree to complete the training program required to obtain all require certification, as a current or future employee of the SBA, by the date that is one calendar year after the date you are appointed as a Grants Management Specialist. You will be required to sign a training agreement if selected.
All qualification requirements must be met by 11:59 pm (Eastern Time) on 04/10/2024.
