About the Position: Serves as a Program Analyst in Program and Project Management Division, responsible for assisting in the direction, formulation and execution of Mobile District's PM Division's financial program.

Duties

Incumbent will serve as POC for coordinating directly with project mangers, Division chiefs, South Atlantic Division, Department of Defense personnel, and contractors. Identifies actual potential financial problems areas, trends, significant program accomplishments, merit and deficiency situations, or other similar factors. Assists in analyzing workload and prepares estimate of manpower requirements for the Division. Facilitates the preparation and processing of activities for Programs and Project Management Division relating to budgeting. Monitors and evaluates overall operating budget execution to ensure timely allocation and proper efficient utilization of funding resources.

Developing and executing project and/or programmatic budgets; 2.) Monitoring and evaluating project or programmatic performance with respect to scope, schedule, and budget to include but not limited to accounting for obligations and expenditures; and 3.) inputting, retrieving, and/or analyzing data in order to lead or support analysis and upward reporting. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Project or Program Management, Business Administrative OR Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36 by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) GS-12 Specialized Experience: One year of specialized experience which includes 1.) Financial management of appropriated funds e.g., Investigations, Construction, Operations and Maintenance; 2.) Development and analysis of obligation/expenditure schedules; 3.) Preparing project funding requests; and 4.) Analyzing the execution of program/project budget, schedule, and/or resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
