About the Position: Process Improvement Specialist/Lean Six Sigma (LSS) Green Belt will perform duties as Lead Quality Manager, Knowledge Manager, and Continuous Process Improvement (CPI) facilitator primarily using Lean Six Sigma (LSS) methodology for the MVR District. The position is assigned to the Executive Office under the direction of the Chief of Staff. in Rock Island, IL

Duties

Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations related to Lean Six Sigma methodologies. Assist Program and Project Delivery Teams in preparing and implementing program and project specific quality management plan, quality assurance plans and quality control plans. Coordinate throughout the region to outline an operative corrective action plan and assist to identify internal and external risks that may prevent the District from meeting any objectives. Coordinate compliance with policy and regulatory guidelines to avoid duplication within the district by refining/developing more specific guidelines/methods for the measurement and improvement of effectiveness and productivity in the administration. Knowledge of qualitative and/or quantitative analytical skills, ability to research problems and issues, and application of mature judgment in problem solving. Utilize lean and six sigma methodology and a wide range of statistical process methods and tools to analyze, facilitate, report and provide recommendations for process improvements and establish appropriate process metrics and controls. Research and develop process/system improvements to increase networking and leveraging of capabilities across the District and Division. Recognize potential improvement opportunities and advises management of opportunities in improving processes throughout the District. Coordinate conduct reviews for compliance with the Quality Management Plan (QMP) utilizing internal and external District resources. Research new methods and procedures for quality management and makes modifications to the Quality Management Plan (QMP). Serve as an advisor and consultant on all quality procedures and standards; oversees development of procedures to assure compliance with the set standard. Develop and maintain a quality management system that conforms to the latest ISO standards, integrates Engineering, Construction and Project Management processes that ensure specific quality performance goals. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and support resources for the customer, budget, or MVR District. Use a variety of tools to define and measure, analyze, and improve, control business processes. Knowledge of quality improvement concepts and systems including, the Strategic Planning, productivity programs, and initiatives, and ISO standards, industry processes and objectives. Serve as a subject matter expert on data compilation, evaluation, measurement and analysis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • Incumbent must obtain Lean Six Sigma (LSS) Green Belt certification within 1 year of employment.
  • This position requires a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
