Duties

Coordinate and integrate workforce development programs within the organization. Develop and recommend training policies and/or developmental programs. Identify and implement processes and procedures that enhance the efficiency and effectiveness of training efforts. Provide technical guidance and assistance to all levels of leadership on program which may include Leadership Development, Acquisition training, Academic, and other new or evolving training programs. Serve as system administrator in various personnel, training, and data analysis databases. Develop and/or assist in the development of technical and non-technical instructional materials, guides, and/or job aids. Develop, coordinate, and administer technical and professional employee development activities. Assist management in long range strategic organization development planning and execution, and/or mid-term plans for technical and professional employee development or improvement processes. Conduct fact-finding which typically involve interviews with individuals and groups, as well as presentations to leaders. Provide organizational development competencies to all levels in the organization, such as: coaching, consultation, facilitation, and instructional design. Research new methodologies, processes, management and organization trends, best practices, and emerging philosophies in the fields of leader development, change management, and overall organization development. Design curriculum directed towards organizational culture for a research and development setting.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Non-Critical Sensitive Secret security clearance.
  • This position requires a three-year probationary period.
  • This position may require temporary duty (TDY) business travel up to 20%.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Demonstrated knowledge in Organization Development Techniques including identification and establishment of relationships with primary clients and stakeholder; (2) Organization, collection, analysis and feedback of data, action planning, evaluation of results, and/or follow-up; (3) Demonstrated knowledge of adult learning principles and experimental techniques to design a variety of presentation and/or instruction modules or worships using various multimedia tools and technology; and (4) Experience supporting the development of training policies and/or developmental programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-03 (GS-12 Equivalent). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Organizational DevelopmentPlanning and EvaluatingProgram ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
