You will serve as a PROGRAM ANALYST in the Manning Control Branch (N1C13) in the Manpower and Manning Division (N1C1) of the Manpower and Personnel Department (N1) Commander, Navy Reserve Force (CNRF) in Norfolk, Virginia of COMNAVRESFOR.

Duties

You will be responsible for the Reserve Force Manning Control Authority Liaison function for CNRF BSO-72 which includes assisting in developing and managing Navy manning policy governing the apportionment and distribution of enlisted personnel. You will be responsible for using enlisted personnel distribution systems prioritizing Training Administration of Reserve (TAR) and Active Duty (AD) personnel requirements for personnel management. You will be responsible for understanding the current Navy Reserve Enlisted Manning process to include all governing instruction, policies and practices. You will be responsible for communicating and educating both leadership and subordinate stakeholders on overall manning process and respective responsibilities and tasks. You will be responsible for coordinating regularly with all CNRFC, CNAFR and CNIFR stakeholders to best understand customer wants, needs and constraints. You will be responsible for updating status in Manning System on a monthly basis to optimize BSO-72 Enlisted of both Training and Administrative of Reserves (TAR) and Active Duty (AD) across all BSO-72 UICs while adhering to policies and practices. You will be responsible for developing pertinent metrics and briefs that accurately represent applicable manning processes and associated issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in databases and qualified MS Excel and Pivot tables or products with similar capabilities and developing and briefing special projects or studies. Experience coordinating with USFF on tasking specifics, researching, and determining the best options by Echelon III, IV, and V and developing a methodology and maintaining a history of taskings to ensure a fair and balanced approach across the Ech III's and Echelon IV's. Experience developing and delivering manning process briefs, often in person, with metrics for education and communication such as Echelon IV conferences addressing all subordinate command leadership and Senior Enlisted Symposiums and conferences.
