The primary purpose of this position is: To provide tchnicall support to the Directorate of Civilian Personnel Operations, Air force Personnel center as they relate to the personnel data system development efforts. To provide technical support of assigned systems and applications, related systems administration training and other future systems development.
Duties
Implements new database Systems hardware and software and develops local operating procedures. Monitors the ongoing operation of the data mining and warehousing programs.
Advises CPFs, AFPC/DPC staff, and others on issues pertaining to retrieval tool administration.
Performs management information CHIS) assignments in support of customer needs.
Prepares and completes system documentation in accordance with DoD, Air Force, MAJCOM, AFPC and local standards.
Provides Quality Service, maintains good working relationships and interacts with other Directorate personnel to resolve issues.

- Travel by military and public conveyances may be required.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS 09 (or equivalent in other pay systems) which includes;skill in applying, database management concepts, principles, and methods including database logical and physical design normalization, storage capacity management, and data backup and recovery to design, develop and maintain data management systems that meet current and future business requirements of the organization and it~ customers. Skill in applying, query languages, table relationships, and views sufficient to generate complex queries and reports and to develop data dictionaries, data models, metadata repositories, and other data management tools. Knowledge of data mining and data warehousing principles to design.

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
A comprehensive knowledge and practical understanding of computer requirements and techniques in carrying out project assignments consisting of several related tasks.
Ability to analyze interrelationships of pertinent components of the system.
Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.
Knowledge of computer requirements and techniques pertinent to systems analysis and equipment evaluation.
Knowledge of management and installation's missions and objectives and their implications of systems administration AF-wide.
Knowledge of and skill in Total Quality principles, practices, methods, and procedures.
Knowledge of database systems administration, programming, and data mining and warehousing is required.
Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work.
ability to work with widely diverse individuals and groups.
Ability to represent the activity both within and outside the organization, and to gain support for the program goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
