The primary purpose of this position is to advise the AETC/A6, Director of Communications and the AETC CIO on all matters relating to MAJCOM level Information Technology IT Portfolio Management policy, and compliance. The incumbent will serve as the Command's Information Technology Portfolio Manager responsible to provide management, oversight, and monitoring of AETC's information Technology (IT) Portfolio.
Duties
Interpret Department of Defense (DoD) IT Portfolio Management policies and provides guidance to MAJCOM personnel at the Headquarter and field level.
Monitor Air Education & Training Command (AETC) IT Portfolio execution and benefit realization while carefully considering the internal and external customers and stakeholders of the MAJCOM's IT Portfolio.
Conduct feasibility studies, trade-off analyses, and develop cost estimates for new or modified systems to ensure the Command is meeting IT planning goals.
Periodically brief the AETC Commander/Vice Commander and senior AETC staff on decision requirements, strategic direction, and program status issues in order to obtain Command level direction and buy-in.
Plan, promote, and participate in the development and update of Command-mission strategies, strategic and master plans, and resources allocation requirements to support functional and mission-related IT acquisition and IT capital investments.

- This position is centrally managed by the Cyber and IT Career Field team. Travel and relocation expenses will be paid.

- Act in absence of the Branch Chief when necessary.

- Work occasionally requires travel away from the normal duty station. The employee must be willing and able to travel on military and commercial aircraft in the performance of temporary duty or training assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for Information Technology Management 2210 series (Alt A)
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes assisting in the development and implementation of enterprise architecture requirements, and integration as well as systems modernization and migration initiatives; and provide advice and support which includes capital planning and investment control, policy and standards development, resource planning, Enterprise Information Management or equivalent.
In additional to meet the qualifications above, all applicants must have IT-related experience demonstrating each of the four competencies listed below:

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Information Technology (IT) Investment Portfolio as well as a wide range of IT principles, concepts, and methods.
2. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
3. Knowledge of emerging technologies to include those associated with automated information systems, enterprise Information warehousing, data communication, current and future systems interface principles and processes, evolving peripheral equipment capabilities, systems security requirements, and Information protect principles.
4. Ability to assimilate, comprehend and interpret commercial and academic related instructions, policy, guidance and procedures and apply that knowledge to an Investment Portfolio and guidance for the development/implementation of an enterprise repository architecture to support the program and functional automated systems modernization and migration initiatives.
5. Ability to identify processes, policy implementation, and program information requirements to determine feasibility of target processes and policies before implementation.
6. Ability to apply strategic planning and IT investment oversight, control principles and processes to support functional mission requirements and IT initiative impacting IT Investment Portfolios and enterprise architecture and systems modernization and migration initiatives.
7. Ability to communicate effectively orally by conducting briefings and presentations and in writing by developing quality background, talking and information papers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
