This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - ACQC/TRANSPORT PEO.
Duties
Directs, coordinates, and/or oversees work performed by assigned personnel including program/project management and analysis, contract management oversight, and knowledge of financial management functions.
Serves as the primary consultant and expert advisor on the effectiveness and efficiency of the program management.
Coordinates and recommends changes in overall policies and objectives to ensure the most efficient use of resources to achieve program objectives.
Serves as a technical authority with the understanding to perform or analyze qualitative and quantitative analysis in efforts to assess and improve program effectiveness.
Coordinates and/or knowledge of the implementation of policy and program requirements with senior-level officials to include high-level implementation and planning.
Coordinates and/or has knowledge of contracting: Performance Work Statements (PWS); Statements of Work (SOW); and Justifications and
Approvals (J and A)

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Program management experience or experience leading, directing, coordinating, and/or overseeing work performed by assigned personnel including program/project management and analysis, contract management oversight, and financial functions.

Education
There is no substitution of education for the qualifying experienceat the GG-14 grade level.
